Abstract

The Constitution of the Republic of Indonesia has stated that the United Kingdom is a democratic law state, it is reflected and regulated in Article 1 paragraph (2) and paragraph (3) of the 1945 NKRI Constitution.The principles of democracy or sovereignty of the people can guarantee the role and society in the decision-making process. Democracy as a system has been used as an alternative in various order of social and national activity. Corruption is not the cultural heritage of a nation. Corruption is a disease of power that can be found in various countries, both in developing countries and in developed countries. As Lord Acton once said, “Power tends to corrupt, absolute power corrupts absolutely.” The problem of research will be studied with the theory of economic-political relationship modalities. Research aims to make descriptions systematically, while a qualitative approach is aimed at understanding the occurring phenomena. In the contestation of the election of the head of the district, the candidate for the local head must bear the consequences of the high costs of his participation as a pair of candidates. The fact that money politics will change the meaning of democracy in a worse direction. Pilkada directly on one side is very good for democracy because the people can address the election of the head of the region directly, but the bad effect of creating high-cost democracies as the cause of the high index of corruption.Other bad impact creates unhealthy business competition and disrupts the neutrality of the civil apparatus of the state  on a regional government.
