Abstract

This study also aims to identify factors that hinder program implementation, such as policies, human resources, and organizational capacity, and evaluate their impact on program success.  The method used in answering the research objectives above is qualitative with a phenomenological descriptive approach with Indepth Interview data collection technique this technique is carried out using an interview guide (Indepth Guide). The results prove that community participation is low due to lack of socialization, poor infrastructure, dependence on the traditional sector, difficult economic conditions, irrelevant training, and lack of access to capital and financial training, Sustainability is hampered by limited infrastructure, difficult access to financing, limited training, lack of innovation, and social and cultural challenges that hinder the acceptance of this sector. The assessment shows the program is less effective due to: lack of socialization and local engagement, limited infrastructure, inappropriate training, difficult access to finance, dependence on traditional sectors, resistance to change, and lack of monitoring, evaluation, and inter-agency coordination.
